Governor Alex Otti has signed a strategic partnership with MTN Nigeria to fast-track Abia State’s digital transformation agenda, marking a significant milestone aimed at positioning the South-East state among Nigeria’s most digitally-enabled economies.
The agreement, formalised through a Memorandum of Understanding (MoU) in Umuahia, is concluding deliberations that began in the early days of Governor Otti’s administration in 2023, according to an official statement.
Governor Otti says that the collaboration with MTN Nigeria extends beyond telecommunications connectivity, and is focusing on deploying technology to enable efficient governance, empower young people, and unlock inclusive growth.

Among the flagship projects under the partnership is the Aba-brand e-commerce platform, a fully-funded digital marketplace developed by MTN Nigeria. The initiative is enabling Aba’s artisans and entrepreneurs to showcase their products to national and international markets at no cost to the traders.

“This is a major step toward establishing Abia State as a leading digitally-enabled economy in Nigeria,” Governor Otti says. “By leveraging technology, we aim to enhance efficient governance, youth empowerment, and socio-economic growth across the state. We reaffirmed our commitment to providing all necessary support to ensure the initiative becomes a resounding success.”
Mr Karl Toriola, Chief Executive Officer of MTN Nigeria, who led the telecoms company’s delegation, describes the partnership as a future-focused alliance intended to bring meaningful connectivity and innovation to communities across Abia.
The partnership is introducing several digital infrastructure and service components, including:
- Statewide 3G broadband coverage, ensuring that all residents in Abia can access at least basic internet connectivity;
- Dedicated cloud computing infrastructure to support e-governance and digital public services;
- A digital marketplace targeting local merchants in Aba, Umuahia, and Ohafia to support small business growth;
- Device access schemes for civil servants aimed at boosting digital inclusion in the public sector;
- 4G and 5G network expansion, prioritising urban centres to accelerate high-speed internet penetration.
