BPP, NITDA to digitise public procurement across Nigerian government

The partnership, which they say is a key step in advancing e-governance under President Bola Ahmed Tinubu’s Renewed Hope Agenda, also aims to align NITDA’s IT Clearance Guidelines with BPP’s procurement processes, to enhance transparency, reduce duplication, and improve project oversight across Ministries, Departments and Agencies (MDAs).

BPP: Digitaisation of public procurement will curb corruption
“Digitisation across sectors is vital, especially where IT plays a critical role in curbing corruption and transforming public service delivery,” Dr Adedokun says.
Dr Kashifu Inuwa Abdullahi, Director-General/CEO of NITDA, says the agency is revising its IT Clearance Guidelines to introduce a three-stage governance framework for government technology projects: solution design (certification), implementation (with cybersecurity integration), and quality assurance (prior to payments).
He adds that the agency is also developing national digital governance frameworks, including the Nigeria Government Enterprise Architecture and the e-Government Master Plan, to ensure standardised, citizen-centric delivery of public services across MDAs.
Dr Adedokun recommends that NITDA’s clearance portal be extended to BPP to facilitate information sharing and joint oversight of IT procurements. He further calls for inclusion of procurement regulators and MDA legal officers in IT project planning and execution.
The BPP DG also proposes a formal Memorandum of Understanding (MoU) between both agencies to institutionalise collaboration on capacity building, legal alignment, and benchmarking of IT procurements.
Both agencies agreed to establish a technical working group to draft the MoU and coordinate implementation of the digital reform strategy discussed.
The collaboration, they say, is expected to support Nigeria’s transition to a more transparent, accountable, and technology-driven public service system.
