The Federal Government has said that the upgraded Citizens’ Delivery Tracker App launched for Nigerians to monitor government agencies will promote transparency and accountability.
The Citizens’ Delivery Tracker App allows Nigerians to track the deliverables and performance indicators across all ministries departments and agencies (MDAs).
During a Cabinet Retreat for ministers, presidential aides, and other officials, President Bola Tinubu promised that his administration would involve citizens in the management process of the government. This initiative was taken to ensure accountability and transparency.

President Tinubu also warned last year that ministers who fail to meet their targets and deliver on their assignments would be dropped from the federal cabinet.
Hadiza Usman, the Special Adviser to the President on Policy and Coordination and Head of the Central Delivery Coordination Unit (CDCU), said on Monday at the go-live event of the Citizens’ Delivery Tracker app, that the technology will allow citizens to view the priority programmes and projects of the Federal Government on their devices from anywhere in Nigeria.
“We upgraded this application through consultations with a wide spectrum of stakeholders and it is now ready for use. The CDCU has also developed a Delivery Reporting Framework and Template, to accurately assess and report the performance of Ministries, Departments, and Agencies (MDAs),” she said.
According to Usman, “we are adopting international best practices and utilising globally recognised performance indicators and benchmarks to assess the performance of MDAs in the implementation of government priority programmes, projects, and policies. Accordingly, I have the pleasure to inform you that the Citizens’ Delivery Tracker Application is available at the URL: app.cdcu.gov.ng. It will be available for download on the Google Play Store and in the Apple Store within the next month.”
During a period of six weeks, she added, the CDCU, with the support of development partners and consultants, held several bilateral meetings with ministers, permanent secretaries, and their technical teams to establish the deliverables and key performance indicators (KPIs). This was done with great care and deliberation, she added.
“The bilateral sessions”, she added, “looked at the mandate of the respective ministries in line with the Presidential Priority Areas and arrived at the final deliverable and KPIs.”
The tracker provides citizens with the chance to offer real-time feedback on their assessment of government policies, projects, and programmes from anywhere in the country. She mentioned that the tracker is dynamic and will be regularly updated to improve ease of use and maintain a strong feedback loop between citizens and their government.
Cynthia Rowe, the Development Director for the Foreign Commonwealth and Development Office in the UK, praised an initiative that she was proud of, which was the partnership between the UK and Nigeria. She mentioned that the UK-funded Partnerships to Engage, Reform and Learn (PERL) programme has been mainly led by Nigerian experts and has been supporting the CDCU since 2019.
“This morning, this tracker and the ministerial performance management system are all about trust between governments and its citizens. Citizens want to know that their government is not only delivering for them, but they also want to have a say in shaping their own priorities,’’ she said.
Ifeanyi Peters, the Team Lead at Foreign Commonwealth Development Office (FCDO-PERL), expressed his delight that the project’s efforts had finally borne fruit noting that the upgrade was aimed at ensuring that the app captured its real essence and became more accessible to the citizens.
Obialunanma Nnaobi-Ayodele, Co-Chair (Non-State Actors) of the Open Government Partnership in Nigeria, expressed her excitement to attend the launch event of the Citizens’ Delivery Tracker App. She said that the unveiling of the app highlights the current administration’s dedication to enhancing citizens’ participation, engagement, and inclusion in the governance process.
“It is my hope that Nigerians for whom it was created, will utilise this app to its fullest potential and contribute to improving public service delivery across of the priority sector,” she said.
Nasir Yammama, Senior Special Assistant to the President on Innovation, demonstrated the Citizens Delivery Tracker App which can be downloaded from app.cdcu.gov.ng as well as Google Play Store and Apple Store.
