Nigeria is transitioning all public examinations conducted by the West African Examinations Council (WAEC) and the National Examinations Council (NECO) to computer-based testing (CBT), as part of a sweeping reform to restore integrity and excellence in the country’s education system.

Among the recommendations, he proposes installing CCTV surveillance in examination centres, removing unqualified invigilators, and strengthening real-time monitoring across the board. A supplementary report, he adds, will be submitted in two weeks to address remaining concerns.

He warns that the prevalence of cheating in national examinations “destroys the apex of our education and produces ill-prepared, content-deficient graduates,” underlining the urgency for structural change.

Alongside the CBT rollout, the Minister unveils a raft of additional reforms. These include rotational deployment of exam supervisors to prevent local collusion, stricter monitoring protocols, and the adoption of key recommendations from the Special Committee on Examination Reforms.

Professor Suwaiba Sa’id Ahmad, Minister of State for Education, lends strong support to the initiative, calling for collective national resolve.

“Integrity in the assessment process is non-negotiable. Without it, excellence is a mirage,” she states, urging a “comprehensive approach” that galvanises schools, communities, and stakeholders across Nigeria.

Professor Ishaq Oloyede Olaranwaju, Chair of the Special Committee and Registrar of the Joint Admissions and Matriculation Board (JAMB), presents the interim report, citing systemic challenges that undermine the quality of national exams.

Among the recommendations, he proposes installing CCTV surveillance in examination centres, removing unqualified invigilators, and strengthening real-time monitoring across the board. A supplementary report, he adds, will be submitted in two weeks to address remaining concerns.

The shift to CBT for all public exams follows JAMB’s long-standing adoption of the format, which has become a model for transparent and efficient assessment in Nigeria’s tertiary admission process.

Education experts say the nationwide CBT rollout signals a new chapter in the fight against academic fraud and positions Nigeria to meet global standards in educational testing and evaluation.

With the reforms now in motion, the Ministry of Education reaffirms its commitment to transparency, fairness, and accountability — setting a new benchmark for academic integrity in the country.
