Lagos. February 23, 2013: Cleopas Officer Angaye is wrapping up his tenure as Director-General of the National Information Technology Development Agency (NITDA) in what has sparked keen interest among several people for the top position of the nation’s IT policy implementing agency.
Angaye, who succeeded late Gabriel Ajayi, the pioneer boss of the agency who died while in office, is expected to end his two-term tenure as boss NITDA within the first half of this year, people conversant with the situation told Technology Times.
Officials of the agency refrain from discussing the issue of the Professor’s tenure but there is very keen and silent overtures underway by people within and beyond NITDA to become the next boss of the agency.
Already, there has been high-level lobbying by key industry personalities, ICT industry groups and several others to occupy the office that will be vacated by Angaye.
An authoritative government source said under condition of anonymity that beyond key industry associations that have stepped up interest in the government agency, the supervising ministry of NITDA, the Ministry of Communication Technology, is also keen to have a very capable hand to man the agency because of its crucial role in the nation’s ICT development aspirations.
Government and industry sources predict that the lobby to succeed Angaye will increase over the next few weeks as indication are emerging that steps will be taken to start shopping for a replacement for the university professor who directed the affairs of NITDA for two tenures.
Angaye, a native of Okoloba in Bayelsa State holds a Ph.D. Degree in Computer Science from Kansas State University (KSU) Manhattan, Kansas, USA.
According to Angaye’s profile obtained from the website of NITDA, joining NITDA, he has worked in various organisations like Winston-Salem State University where he served as a Visiting Professor & Consultant to Community Safety Centre; Project Leader & Senior Systems Analyst and Programmer, Vianet Technologies, Inc, Plano, Texas; Senior Research Scientist & Task Manager, Infinop Inc., Denton, Texas; and Head, Computer Services, National Directorate of Employment (NDE), among others.
“He has over 30 research publications in Information Technology especially in software development. Has over 32 years experience in software development and over 10 years industry experience in Information Technology in the United States of America before coming back to Nigeria to head NITDA”, according to the NITDA website.
He is cited to have developed popular software in the area of Facial Recognition, Web intercommunication infrastructure, 3D Grid Field compression using Empirical Orthogonal Function (EOF) and Cubic Spline Interpolation for application in weather forecasting, Lossy Binary Software for Imagery over 28.8 bit Communication and a Messaging Server Systems.
Angaye, who is happily married with children, prides himself as “action-oriented person with a sense of mission to stimulate an enterprise to a higher performance level” who plays tennis and enjoys reading scientific novels, watches traditional wrestling and soccer.
