The Kwara State Government has launched the Kwara State Geographic Land Information Service (KW-GIS), a digital land administration system designed to automate and streamline land management processes, joining the growing list of Nigerian states embracing technology-driven governance.
The new system eliminates duplication and loss of land records, reduces processing time for Certificates of Occupancy (C of O) and other land titles, enhances revenue generation, and strengthens investor confidence by ensuring certainty and security of land ownership.
Unveiling the platform in Ilorin, Governor AbdulRahman AbdulRazaq described KW-GIS as a bold step in the state’s commitment to innovation, transparency, and efficiency in public service delivery, marking an end to manual processing of land matters.

“This new platform provides applicants the chance to obtain Certificates of Occupancy and other land titles between two weeks and 30 working days, provided all conditions are met,” the Governor said.

AbdulRazaq explained that the system is designed to tackle long-standing challenges in land administration across Nigeria, such as bureaucratic delays, inefficiencies, and record mismanagement.
“It provides a modern, automated, transparent platform that ensures every parcel of land in the state is digitally captured, documented, and easily retrievable,” he said. “This initiative eliminates duplication and loss of land records, shortens processing time, enhances revenue generation, and boosts investor confidence.”

Engr. Ali Muhammad Kalot, Project Manager for KW-GIS, highlighted the platform’s key features, including digital parcel mapping and querying, integrated land records, revenue generation tools, and secure user access controls.
“We have scanned more than 1,000 layouts and digitised about 20,000 plots on the KW-GIS platform. This represents a major milestone in our digitisation drive,” Kalot said, noting that over 200 staff have been trained to manage and sustain the system.
Also speaking, Mrs. Folashade Omoniyi, Executive Chairman of the Kwara State Internal Revenue Service (KW-IRS), said integrating the KW-IRS online payment platform with KW-GIS enhances efficiency and transparency in service delivery.
“Investors, titleholders, and the general public can now register land, process C of O, obtain building approvals, and make all related payments online—seamlessly and transparently,” she said. “This integration reduces bureaucracy and strengthens public trust.”
Governor AbdulRazaq described the launch as a milestone in Kwara’s ease of doing business reforms, urging stakeholders to embrace the system as a tool to drive sustainable growth, improve governance, and enhance the state’s competitiveness.
