The Lagos State Government says continued investment in digital public finance systems is strengthening budget implementation, improving revenue collection and enhancing fiscal transparency, following stronger revenue performance in 2025.
Speaking at the opening of a three-day workshop on Emerging Issues in Public Sector Budgeting and Budgetary Control in Lagos State, organised by the Institute of Chartered Accountants of Nigeria (ICAN), Lagos State Public Service Chapter, in Ikeja, Abayomi Oluyomi, Commissioner for Finance, said digital innovation has become central to the state’s financial management strategy.
During its 2026 ministerial briefing, the Ministry of Finance reported that Lagos generated ₦2.6 trillion in total revenue in 2025, including ₦1.87 trillion in internally generated revenue (IGR), while continuing to expand its e-procurement platform and onboard additional MDAs to improve transparency and public spending efficiency.
According to Oluyomi, most Ministries, Departments and Agencies (MDAs) have now been integrated into the Lagos Revenue Portal, enabling real-time revenue monitoring, multi-channel payments and greater transparency in government revenue administration.

Lagos expands digital public finance ecosystem
He attributed the state’s improved fiscal performance to stronger budget implementation, saying the gains reflect more credible budget assumptions, tighter expenditure controls and disciplined execution of capital projects.
Beyond the revenue portal, Oluyomi said Lagos has expanded its digital public finance ecosystem through its e-Government Procurement platform, optimisation of the Lagos Internal Revenue Service (LIRS) e-Tax platform and deployment of an AI-powered Revenue Chatbot.
“These initiatives have strengthened accountability, enhanced taxpayer confidence and promoted the prudent utilisation of public resources,” he said, adding that Lagos has consistently maintained strong credit ratings while significantly reducing its budget deficit over the past seven years.
The commissioner also said more than 500 chartered accountants are serving across ministries, departments and agencies, describing the development as part of efforts to strengthen financial governance across the state.
Lagos has accelerated the digitalisation of its public finance systems in recent years through the Lagos Revenue Portal, which provides a single platform for taxpayers to access bills from multiple MDAs, make online payments, receive automated receipts and benefit from smart reconciliation and systems integration.
The state has also deployed artificial intelligence to improve revenue administration. In 2024, it trained more than 450 revenue officers on the Lagos Revenue Portal and its AI-powered chatbot, Madam Shikini, to support adoption of the platform across more than 100 revenue-generating MDAs.
