The Lagos State Government says it has converted passenger manifest system at Lagos motor parks into a fully digital platform under its Passenger Manifest Digitisation project.
The Passenger Manifest Digitisation project was implemented to transform interstate travel by enhancing safety, reliability, and efficiency, according to Mr. Oluwaseun Osiyemi, Lagos State Commissioner for Transportation.
The Lagos State Commissioner for Transportation who announced this at a press conference at the Bagauda Kaltho Press Centre in Alausa Ikeja, emphasised that the manifest digitisation reflects the government’s dedication to ensuring the safety and comfort of travellers entering or leaving Lagos by road.
The Digital Passenger Manifest System will transition from a paper-based system to a digital platform, enabling the real-time capture and secure storage of passenger data. This will facilitate immediate access to accurate passenger information in the event of emergencies, equipping first responders with vital details for prompt action, the Commissioner for Transportation says.
Apart from the conversion of the passenger manifest system into a fully digital platform, the initiative also comprises two main components: Interstate Park Accreditation and Digital Passenger Manifest System.

Osiyemi says that established parks with existing systems will be integrated into Lagos State’s centralised platform to instil confidence in Lagosians, enhance the credibility of park operators, and establish new benchmarks for modern and efficient transportation systems in Lagos.
The Interstate Park Accreditation mandates all interstate parks in Lagos to undergo an accreditation process. Parks that meet the safety and service standards set by the Ministry of Transportation will receive official certification.
“These accredited parks,” the Commissioner says, “will display distinctive signage, reassuring travellers that they are boarding from a secure and regulated facility. Unregulated, roadside “mushroom” parks will be required to meet specific standards or make necessary improvements to operate.”
Mr. Olamide Afolabi, Managing Director of Touch and Pay (TAP) Technologies, the company that implemented the project, explains further that accredited park agents will collect manifests and digitise them by verifying passengers’ phone numbers and National Identification Numbers (NIN).
This information will be linked to the motor parks, vehicle plate numbers, and drivers through a unique identification code, all of which will be integrated into the Ministry of Transportation’s database.
Afolabi says that the technology initiative aims to phase out unregulated “mushroom” motor parks that pose risks to lives and property.
On his part, Usman Teslim, the State Secretary of the National Union of Road Transport Workers (NURTW), commends the Lagos State Government for its forward-thinking initiative.
He underscores the successful collaboration between the Ministry, the consulting firm, and the NURTW in facilitating the transition from an analogue to a digital platform.
