Nigeria’s border control systems are getting a significant digital boost as the Nigeria Immigration Service (NIS) receives critical technology tools from the Government of the Netherlands to enhance national security and migration governance.
The newly acquired operational resources—including Edison Software licence keys and the Passport Examination Program Manual (PEPM III) App—are designed to strengthen NIS’s capacity to verify travel documents, manage borders, and tackle irregular migration more effectively.
The handover of the digital tools took place during a high-level bilateral meeting held at the NIS Headquarters in Abuja. The session was led by J. Bartelink, Chargé d’Affaires of the Embassy of the Netherlands, and follows a recent working visit to the Netherlands by Caroline Wura-Ola Adepoju, Comptroller General of the Nigeria Immigration Service (CGIS).

Adepoju, who expresses deep appreciation for the Dutch Government’s continued support, says the newly delivered tools are critical in enhancing the Service’s operational capabilities in line with Nigeria’s evolving migration needs.
“This strategic collaboration offers practical support that directly improves our document verification systems and broader border management architecture,” the CGIS says.
According to NIS, the bilateral engagement reflects both countries’ shared commitment to addressing global migration challenges through sustainable, tech-driven cooperation. The tools will enable NIS officers to conduct faster, more accurate assessments of travel documents, thereby closing gaps in Nigeria’s migration infrastructure.

The Dutch delegation includes Rob Bokhoven, Director of International Affairs, Repatriation and Deportation Services at the Netherlands Ministry of Justice and Security, who notes that the partnership is not only timely but strategic.
“Our collaboration with Nigeria is built on trust and shared goals. With these technology tools, we are co-developing innovative border solutions that will help manage migration more safely and efficiently,” Bokhoven says.
The Edison Software and PEPM III App form part of a wider Dutch-led capacity-building initiative aimed at supporting Nigeria’s ongoing immigration reforms and operational transformation. These tools offer advanced features for passport authenticity checks, document fraud detection, and officer training, enhancing the overall intelligence at Nigeria’s points of entry.
