The Bureau of Public Procurement (BPP) has announced the launch of its Digital Submission Portal effective March 1, 2026, marking a full transition to paperless procurement documentation across Ministries, Departments and Agencies (MDAs).
The portal will be hosted on the Bureau’s official website.
Under the plan, the web-based platform enables MDAs to submit procurement-related documentation electronically to the BPP.

The BPP explains that the initiative forms part of its broader digital reform agenda, reflecting its commitment to digital transformation and paperless governance. The transition, it adds, represents a significant upgrade of its operational processes and internal review mechanisms.
The launch of the Digital Submission Portal marks the latest phase in the Bureau’s efforts to modernise Nigeria’s public procurement framework through technology-driven reforms. It follows an earlier circular issued on August 4, 2025, which introduced electronic document submission via dedicated email channels.
“Having successfully transitioned from physical filings to a dedicated e-mail service for document submissions as indicated in the above cited Circular, the Bureau is now advancing to a more robust and integrated service,” the BPP states in a statement seen by Technology Times.
Under the new framework, MDAs will be required to submit requests exclusively through the portal for:
- “No Objection” Certificates
- Approvals related to “No Objection” processes
- Special procurement requests
- Clarifications
- Status updates on pending submissions
The Bureau stresses that physical submissions or manual hand deliveries will no longer be prioritised and will eventually be rejected following the full migration to the digital system.
Accounting Officers have been directed to ensure that procurement departments and ICT units are adequately briefed ahead of the transition, as the portal will become mandatory for processing procurement activities from March 1, 2026.
The BPP emphasises that full compliance by all MDAs is critical to ensuring a seamless transition and preventing delays in the implementation of 2026 fiscal year procurement processes. MDAs requiring further clarification on onboarding and system integration have been advised to contact the Bureau through its official support channel.
With the portal’s activation, the Bureau is institutionalising end-to-end digital submission within Nigeria’s public procurement ecosystem, a move expected to improve efficiency, audit traceability and regulatory oversight across federal procurement operations.
