Nigeria unveils digital tools to track public assets

The Department of Federal Public Assets Maintenance (FPAM) has unveiled new digital tools, including a smart card embedded with a QR code, as part of the Federal Government’s broader framework to strengthen the maintenance and preservation of public assets across the country.

FPAM, which was established under Presidential Executive Order No. 11 and officially gazetted on April 6, 2022, is mandated to oversee the maintenance of Federal Government assets nationwide.

The smart card, which provides instant access to FPAM’s mandate, activities, and guidelines through an internet-based platform, was unveiled alongside other initiatives aimed at improving operational efficiency, accountability, and public awareness of asset maintenance responsibilities across Ministries, Departments, and Agencies (MDAs).

According to the Ministry, the framework contains Standard Operating Procedures (SOPs) designed to ensure effective and sustainable maintenance of federal public assets, while promoting a harmonised and consistent approach to asset preservation across the Federal Public Service.

The unveiling forms part of a comprehensive maintenance framework developed by the Federal Ministry of Housing and Urban Development through FPAM, its statutory department responsible for coordinating federal public asset maintenance.

According to the Ministry, the framework contains Standard Operating Procedures (SOPs) designed to ensure effective and sustainable maintenance of federal public assets, while promoting a harmonised and consistent approach to asset preservation across the Federal Public Service.

To support implementation, FPAM says it has commenced structured engagements with MDAs and has distributed compliance forms and a comprehensive maintenance manual to guide certification, oversight, documentation, and accountability processes.

Speaking on the initiative, Chioma Wogu-Ogbonna, Director of FPAM, acknowledges the support of Shuaib Belgore, Permanent Secretary of the Federal Ministry of Housing and Urban Development, describing the development as a major breakthrough in the Federal Government’s efforts to safeguard public assets nationwide.

Wogu-Ogbonna explains that the framework is aimed at institutionalising a proactive maintenance culture within MDAs to prevent premature deterioration of government assets and promote value-for-money through structured and standardised maintenance practices.

“The SOPs and compliance tools were developed to deliver measurable outcomes, quality assurance, and consistency in asset management across government institutions,” she says.

In his remarks, Belgore reaffirms the Ministry’s commitment to strengthening maintenance culture within the public service, stressing that effective preservation of public assets is critical to sustainability, service delivery, and prudent management of public resources.

“There is a need for Permanent Secretaries across MDAs to work closely with FPAM and ensure that agencies under their supervision align with the department’s regulatory and operational mandates as the central instrument for public asset preservation,” he says.

Beyond the smart card initiative, FPAM has also rebranded its operational bus with the department’s logo to enhance outreach, monitoring, and engagement activities nationwide.

The Ministry adds that effective implementation of the framework is expected to ensure the longevity of government assets, strengthen accountability, and entrench a sustainable maintenance culture in support of national development.
