Nigeria has halted licensing of mobile virtual network operator (MVNO) services after a suspension order affecting three telecoms service categories on several grounds including market saturation, the telecoms regulator said this evening.
The Nigerian Communications Commission (NCC) has so far issued 44 MVNO licences under plans by the telecoms regulator to allow the new entrant mobile operators, expected to ride on the back of existing mobile network operators (MNOs), launch service and deepen competition in the telecoms market.
In a new twist, NCC today said it has imposed a temporary suspension on issuance of new licences in the three telecoms service categories affecting Mobile Virtual Network Operator, Interconnect Exchange and Value Added Service Aggregator.
“This temporary suspension,” NCC said, “is necessary to enable the Commission to conduct a thorough review of several key areas within these categories, including the current level of competition, market saturation and current market dynamics.”

According to Muoka, “the public is invited to note that during the suspension period commencing on 17th of May, 2024, new application for the aforementioned licences will not be accepted. This is without prejudice to pending applications before the Commission which will be considered on their merits.”
The Nigerian telecoms regulator said that the temporary suspension of the issuance of licences was taken “in line with its powers under the Nigerian Communications Act (NCA) 2003 to grant and renew licences, promote fair competition and develop the Communications Industry.
