Nigeria has moved to accelerate implementation of its National Sovereign Cloud Initiative, with the National Information Technology Development Agency (NITDA) convening stakeholders to finalise key frameworks designed to underpin a secure and nationally governed cloud ecosystem.

The stakeholder engagement marks a transition from policy development to execution, NITDA says, as Nigeria seeks to align its cloud infrastructure with national security, economic development and digital transformation priorities. The session was convened to socialise, validate and consolidate inputs on three national instruments developed under the initiative.

Speaking at the workshop, Kashifu Inuwa, Director General of NITDA, underscores the urgency of modernising the country’s digital backbone.

“Nigeria’s digital future depends on a decisive shift to cloud-based infrastructure,” Inuwa tells attendees at the workshop, noting that “fragmented server rooms and isolated systems are no longer fit for an era defined by massive data volumes, interconnectivity, and digitally delivered public and private services.”

“Nigeria’s digital future depends on a decisive shift to cloud-based infrastructure,” Inuwa tells attendees at the workshop, noting that “fragmented server rooms and isolated systems are no longer fit for an era defined by massive data volumes, interconnectivity, and digitally delivered public and private services.”

Beyond infrastructure migration, Inuwa positions the initiative within a broader sovereignty framework. He stresses that the objective is not merely to move systems online, but to secure national digital assets and ensure long-term resilience.

He explains that the National Sovereign Cloud Initiative is “not protectionist, but deliberately collaborative, positioning Nigeria as a leading digital and data hub in Africa through strategic hyperscaler partnerships, strong private-sector participation, and government-enabled incentives that encourage long-term investment and local capacity development.”

Under the initiative, three key instruments have been developed for stakeholder validation and adoption: the National Cloud-First Guidelines, the National Cloud Technical Guidelines and the National Cloud Investment Strategy. The documents define policy direction, technical standards and investment pathways required to scale a sustainable cloud ecosystem.

The current implementation phase builds on the 2019 National Cloud Computing Policy, which catalysed adoption across government institutions. Between 2019 and 2024, cloud usage expanded significantly, driven by global hyperscalers and a growing number of indigenous providers. However, policymakers determined that adoption without structured governance and sovereignty safeguards would not guarantee long-term security or economic value retention.

Following a national workshop convened in November 2024, a Technical Working Group was established in 2025 to refine the policy, technical and investment frameworks. By mid-2025, its outputs were consolidated into the three foundational instruments now presented to stakeholders.

With stakeholder contributions expected to shape final refinements, NITDA says that Nigeria’s implementation drive signals a broader ambition to anchor its digital infrastructure in national interest while strengthening its competitiveness within Africa’s evolving data economy.
