President Bola Ahmed Tinubu has said that his administration is committed to youth-centric initiatives, including the 3 Million Technical Talent (3MTT) scheme.
Launched on November 15 by the Federal Ministry of Communications, Innovation & Digital Economy (FMCIDE), the 3MTT programme is part of President Tinubu’s broader vision of creating 2 million digital jobs by 2025. The initiative was designed as a three-phase selection process to display a pipeline of technical talents.

“Our government” President Tinubu said in the Independence Day address, “is implementing several other youth-centric programmes to give our young people an advantage in the rapidly changing world. We are implementing amongst others, the 3 Million Technical Talent (3MTT) programme of the Ministry of Communications Information and Digital Economy, aimed at building Nigeria’s technical talent backbone.”
What is 3MTT?
The initiative’s 1-10-100 strategy involves training 1% of candidates initially, followed by 10%, and finally 100% of the candidates. With a target of training 3 million candidates. In February 2024, the National Information Technology Development Agency (NITDA) and the Ministry released the first cohort list of 30,000 successful candidates, who underwent a 3-month training program across all 36 states and the Federal Capital Territory (FCT).
In his Independence Day address, President Tinubu highlighted the various youth-centric programmes being implemented by his administration.

According to the Ministry, the job-creation scheme has completed its first cohort and is currently in the second phase, following the 1-10-100 strategy developed by FMCIDE and NITDA for training candidates.
After completing the first cohort training in May 2024, the Ministry placed fellows in tech jobs nationwide, fulfilling the original purpose of the 3MTT programme to equip youths with skills for the tech sector.
Under the plan, the FMCIDE attached the current cohort to their respective host organisations. Fellows will have the opportunity to combine training with work through agreements with host organisations. The job placement, as outlined by the Ministry and the 3MTT team, will last for 12 months, with monthly stipends of ₦100,000 provided to the fellows of the scheme.
At the end of the internship period, the host organisation may choose to retain these 3MTT fellows based on their performance, as determined by the Ministry.
Through this initiative, the Ministry said that young people have been given the tools and resources they need to succeed in today’s competitive world.
